The goal of this work package is to develop a test implementation for a targeted coordinated initiative, which can be turned into the launch of a common European wide call for proposals with a common or joint budget in the field of astronomy and astrophysics. This work package will be based on the results for the scientific vision of European astronomy (WP2), will use the results if WP1, and incorporates the results of the roadmap discussion in WP3.
